The Salt Spring Island Active Transportation Network Plan (ATNP) is complete and was presented to the Local Community Commission on July 18, 2023. You can view the plan here:

Thank you to the residents and visitors of Salt Spring Island who provided valuable feedback throughout the planning process. Public engagement guided the development of the ATNP to ensure its recommendations reflect the needs and priorities of Island residents and visitors. Feedback was used to create preliminary recommendations for pedestrian and cycling infrastructure options across the Island, which were then shared for additional review and input before developing the plan.

The ATNP builds on the 2013 Pedestrian and Cycling Master Plan and guides the development of the Island’s active transportation network over the next 10 to 20 years. The plan will address critical active transportation issues and help SSI manage transportation and demographic changes while improving quality of life, safety and mobility for residents and visitors. The CRD obtained funding from the BC Active Transportation Grants Program to support the cost of developing the Salt Spring Island Active Transportation Network Plan (ATNP).

The project had four phases, as shown below:

What is Active Transportation?

Active transportation, as defined in the BC Active Transportation Design Guide, includes any form of human-powered transportation, including walking, cycling, or rolling using a skateboard, in-line skates, wheelchair or other wheel-based forms of human-powered transportation.

What is an Active Transportation Network Plan?

An Active Transportation Network Plan is a strategic document that lays out the vision and key goals for how Salt Spring Island will enhance its active transportation. The purpose of the ATNP is to identify gaps in the pedestrian and cycling network, improve the quality and experience for people walking, biking, and rolling, provide a roadmap for high priority improvements over the next 10-20 years and increase the share of trips completed by active modes of transportation.

    The ATNP has a strong focus on making Ganges Village a walkable community that is easily accessible by cycling and connected by active transportation. The ATNP focuses on prioritizing low-cost, quick-build, and actionable solutions.

A draft report giving consideration to all comments and guidance during the process will be presented in Fall 2023.

    Hello Salt Spring Islanders!

    Thank you again to everyone who has provided feedback during the active transportation network planning process so far.

    The second phase of online engagement for active transportation network planning is open. You can get involved with the next phase of planning by helping select and prioritize network and infrastructure improvements.

    Complete the survey, which will take approximately 15 minutes and will be open until 11:59 pm on March 24, 2023.

    Phases 1 and 2 of the planning process are now complete and we are currently working towards the end of phase 3.

    Two reports were produced as part of this project's first two phases, including the Baseline Conditions Report and the Engagement Summary. The Baseline Conditions Report includes a detailed technical assessment of Salt Spring's existing road, cycling, and pedestrian networks. It consists of a summary of the key barriers to active transportation and the opportunities for improvement that will be further explored as part of the ATNP process.

    The Engagement Summary provides results from the first round of engagement, including the main themes surrounding barriers and opportunities to improve active transportation on Salt Spring Island. It highlights what we heard from all of the engagement activities completed to date, including the Saturday Market ideas fair, the first online survey, an interactive mapping activity, the ASK Salt Spring event, and the meeting with the Salt Spring Island Transportation Commission.

    Thank you to those who participated and provided feedback at the Ideas Fair at the Salt Spring Island Market on Saturday August 20th. We had over 150 people share their feedback at the Ideas Fair on barriers they face in accessing Salt Spring Island's active transportation network and opportunities they would like to see explored in the plan. We invite you to browse this site to learn more about the Active Transportation Network Plan and share your feedback.

    The online survey, map, and ideas tools are open until 11:59 pm on October 31.

    Public engagement is a critical part of developing the ATNP to ensure that the final recommendations are reflective of the needs and priorities of Island residents and visitors. Your feedback will be used to develop the preliminary recommendations for pedestrian and cycling infrastructure options across the Island. The intention is to bring options back to the community for your feedback ahead of a final plan.
