About the Juan de Fuca Development Cost Charge Program
The Capital Regional District (CRD) is in the process of amending the existing Development Cost Charge (DCC) rates found in DCC Bylaw No. 2758 for the Juan de Fuca (JdF) Water Distribution System program. The CRD has prepared a draft summary of the JdF DCC program that includes updated projects, costs and rates.
The JdF DCC program has helped pay for costs associated with increased demand for water distribution infrastructure within the JdF water service area since 1999. JdF DCC rates will decrease in 2025 due to increased population density and the amount and type of development taking place in the JdF Water Service Area.
What Are Development Cost Charges
DCCs are charges collected by local governments to help fund eligible infrastructure expenditures required to service population growth. DCCs are regulated by the Province and are intended to foster fairness, ensure consistency and promote transparency and equitability. The Local Government Act (LGA) sets out the general requirements under which local governments may charge DCCs. Many local governments in BC have established DCC Programs in place, including most municipalities in Greater Victoria. How to Participate
The Juan de Fuca DCC Bylaw Update survey has now closed. Thank you for your participation. Survey results are being complied and will be shared with the Juan de Fuca Water Distribution Commission for review as part of the program update process.
